\nQUIZ. Revisit the two scenarios about Thandi and Joe that we discussed in Unit 2. Select one scenario.
\nNext, imagine you have been asked to create an HIV and AIDS SBCC project to address the issues that the scenario highlights. These include multiple concurrent partnerships, age-disparate sex, and transactional sex. Combining the information from the scenario as well the information from our discussion of the scenario in unit 2, consider each of the 10 principles of SBCC.

\nI choose the scenario about Joe who is engaged in the sexual network having another woman besides his wife. In my project I will consider systematic approach of HIV\\AID issue. Do research in terms of knowing if people are aware of the causes of the disease and the dangers that come with for example on the scenario about Joe, know if he is aware of the spread of HIV\\AIDS. Considering the social concept. Targeting the audience, can involve those who are at risk like Joe.
\n Use of theories and models like: Diffusion of Innovations Theory which describes how new ideas and practices (innovations) are spread through social networks.
\nI will involve role models like spiritual leaders and traditional leaders. The objective of the project will be realistic in terms of providing protection for HIV\\AIDS, like providing condoms to those who are sexually active to reduce the spread of the disease.another objective is to ensure those infected live positively under provision of drugs.
\nUse of channels like media channels to educate people, channels like radio, television and also organizing campaigns
\nThe strategies will include use of celebrities, those living with the decease to give testimonies and not leaving out politicians and finally ensure quality in every step i take.
\nDescribe how you would uphold one or two principles for the selected scenario?
\nOn the scenario about Joe, I will involve principle 2 on research to find out why Joe has another woman outside marriage and the risks that his into. Find the reasons why the young lady is in a relationship with a married man 35 of age. I will involve principle 8 on the use of appropriate channels to pass communication on the dangers of having multiple partners including Joe and the young lady. Use principle 5 like use of the change theory and social ecological model. \nTransactional sex is defined as engaging in sex in exchange for favours, money or material goods. For the purposes of
\n this Scenario , transactional sex will not refer to commercial sexwork, or survival sex, where girls are so poverty stricken
\nthat their only means of survival is sex.
\nTransactional sex encourages girls to become sexually active early during adolescence and to become pregnant before they are ready.
\nIt also contributes greatly to HIV prevalence, which is growing most rapidly among 15 \u2013 24 year old girls and 20 \u2013 29 year old men.
\nTransactional sexual relationships reduce a girls\u2019 ability to insist on condom use, to end relationships, or to refuse sex.
\n In order to come up with a successful communication strategy, the following can be considered ;
\n- Principle #1: Follow a systematic approach,<\/li><\/ul>These include ;
\n\u2022 Gaining thorough understanding of existing issue and influencing factors
\n\u2022 Developing strategy that outlines intended audience, objectives, main messages, key promises, channels of communication, mobilization plans, work plan, budget and M&E
\n\u2022 Producing, pretesting and developing multi-media materials and communication activities.
\n\u2022 Working with districts and local organizations & communities to develop work plans for community mobilization activities
\n\u2022 Implementing the strategy in the communities with stakeholders
\n\u2022 Monitoring & Evaluating and Soliciting feedback & making appropriate revisions
\n * Principle #2: Use research (not assumptions) to drive your program
\nAccording to qualitative research conducted by PSI, transactional sex has become a norm in Uganda, among age mates as well as cross-generational couples. Girls exchange sex for rides in men\u2019s cars, marks in school, employment, and gifts. The Ministry of Gender, Labour, and Social Development estimates that as many as 30% of girls 15 \u2013 24 years old are involved in transactional relationships with men ten years or more their senior.
\nThere are a number of reasons why girls enter into transactional relationships:
\n\u2022 The desire to have clothes, shoes, hair styles and other material goods that their friends have
\nbut their parents do not provide.
\n\u2022 Many times employers withhold jobs or pay, unless a young girl has sex with them.
\n\u2022 Sometimes teachers give girls better grades in exchange for sexual favours
\n\u2022 Parents sometimes encourage their daughters to enter into transactional relationships in order
\nto provide for the family
\n\u2022 The difference in social status between an older man and a girl can make it culturally
\nUnacceptable for the girl to refuse sex
\n\u2022 Sometimes girls who are involved in transactional relationships with older men encourage
\ntheir friends to become involved as well.
\nAlthough girls who engage in transactional sex with older men put themselves at an increased
\nrisk of HIV, they are more worried about pregnancy and the consequences of being caught by the man\u2019s wife
\n * Principle #3: Consider the social context
\nAlthough transactional relationships are common among older men, they are still considered
\nimmoral by many in society. Consequently, men engaging in these relationships usually do not
\nwant their colleagues or their wives to know.
\nPeople who are opposed to transactional and cross-generational sexual relationships rarely speak
\nout against the practice. There is a societal belief that one should not interfere in another\u2019s
\nsexual practices. Someone\u2019s sexual practices are not the business of anyone else. In addition,
\nmen who are engaging in transactional relationships are usually people with money and some degree of
\npower.
\n * Principle #4: Keep the focus on your audience\/s
\nPrimary audiences for individual behavior change were identified:
\n\u2022 Girls aged 15 \u2013 24 who are currently or are considering engaging in transactional sex, and
\n\u2022 Men 18 \u2013 55 who are currently or are considering engaging in transactional sex
\nAudiences at community level include:
\n\u2022 Young people\u2019s groups
\n\u2022 Faith based organizations
\n\u2022 Workplaces
\n\u2022 Community based organizations
\nSocial Services audiences include:
\n\u2022 Primary and secondary schools
\n\u2022 Health facilities
\n\u2022 Socio-political audiences include:
\n\u2022 Media gatekeepers
\n\u2022 Political leaders
\n\u2022 Religious leaders
\n * Principle #5: Use theories and models to guide decisions
\nThe Health Belief Model by has been adapted to explore a variety oflong- and short-term health behaviors,
\n including sexual risk behaviors andthe transmission of HIV\/AIDS.It looks at perceived susceptibility
\nand perceived severity of a health condition.(including evaluations of both medical and clinical consequences and
\npossible social consequences).the model also has been used to gain a better understanding of sexual risk behaviors
\n * Principle #6: Involve partners and communities throughout
\n\u2022 Services initiate programs to safe guard Young People from transactional sex that can engage them in IGA skills building
\n\u2022 Schools and health provider s offer information ,career guidance,and youth friendly medical services
\n\u2022 law enforcement services enact policies that prevent sexual exploitation
\n * Principle #7: Set realistic objectives and consider cost effectiveness
\nCommunication Objectives:
\nAs a result of theBCC campaign, the primary audience will:
\n\u2022 Know that transactional sex puts them at high risk of HIV
\n\u2022 Have an attitude that transactional sex in unacceptable for them and not worth the risks
\n\u2022 Feel capable of refusing transactional sex
\n\u2022 Feel that it is socially acceptable to discourage their peers from engaging in
\n\u2022 transactional sex
\n * Principle #8: Use mutually reinforcing channels, activities, and materials at many levels
\nThe Communication strategy is to stimulate a national movement against transactional sex.
\nThus, the strategy strives to influence individual behavior of young people, their parents, and older men.
\n It also aims to stimulate a \u201cbuzz\u201d in the national and local mediaaround the topic of transactional sex; and to invite schools,
\n health facilities, faith based Organizations, communities and young people\u2019s groups to openly discuss, examine,
\nand take action concerning transactional sex.
\nThe media and mobilization can be in three parts, which are all inter-linked:
\n\u2022 Centerpiece radio drama series with reinforcing materials and activities to model and
\nreinforce individual behaviour change
\n\u2022 Advocacy activities among media and religious leaders to create support for the campaign
\namong influentials
\n\u2022 Mobilizing community groups, health facilities, schools, workplaces, and communities to
\ntake action
\n * Principle #9: Choose strategies that are motivational and action-oriented

\n\u2022 Appearances on TV and radio talk shows
\n\u2022 Interviews in the press, Press briefings
\n\u2022 Meetings with parliamentarians, cabinet members, cultural leaders, district leaders

\nI find this principle the most important because in SBCC projects, research is key. Without research, learning and studying the situation, there is no way how to take the second right step to designing a campaign or communication. It is so suicidal to make assumptions about a situation because these assumptions maybe wrong and your plans maybe irrelevant in the \u201creal life\u201d situation. \nThe most useful aspects of the module to me were the 3 key strategies of; advocacy, mobilization and behavioral change communication. Through these strategies, one is able to design a good public information programs (P.I.Ps) or campaigns by following the several steps in each of the strategies.
\nThe Ecological model was also so useful especially for my project \u201cstopping sexual networks\u201d, since it looks at the relationship between the individual and the environment surrounding him\/her. It would not make sense or by looking at only the individual level because, other factors outside the individual effects affect one\u2019s behavior severely.
\nIn my SBCC work, I plan to incorporate many theories learnt from this module for example; reasoned action, social learning, diffusion of innovations and of course the ecological model. All these are useful and relevant to my project and through them; I will be able to fill the gaps left in campaign.

\nIn this whole module, I have not read any articles that talk about ethics as far as designing such public information programs, campaigns, and behavior change communications.
